I've configured our server (myServer = x.x.x.200) with RAS for VPN
access, with static IPs starting from .201 to .206.
what happens is that sometime the DNS order for the server is inverted.
I mean that a simple query to myServer.mydomain.com returns
x.x.x.201 instead of x.x.x.200 and a quick look inside the DNS zone
shows that myServer has two entries: 200 and 201.
This creates a lots of problems for services such as web, ftp etc..
because the x.x.x.201 is not available outside a RAS connection.

is this normal?

This can happen when machine running RRAS is running DNS, WINS, DC too.
Please refer to following article to fix it - basically you need to ensure
RRAS server tunnel IP address is not registered to DNS/WINS
